Most decks in Cedar Rapids require a building permit. Here's what the city requires, how to apply, what inspections you need, and how to avoid delays.
You need a building permit from the City of Cedar Rapids for any new or replacement deck. This includes decks attached to your house and most decks over 30 inches above grade. Even some ground-level decks require permits depending on size. The rule is straightforward: if you're building a deck, plan on getting a permit.
The Cedar Rapids Building Services Department handles all deck permits. They're located at 500 15th Avenue SW on the second floor. You can call them at 319-286-5831 with questions or email residential@cedar-rapids.org. Office hours are Monday through Friday, 7:30 am to 4:30 pm. Don't skip the permit. If an inspector finds unpermitted work, you'll have to get a permit after the fact and potentially tear things apart for inspection.
The city requires a completed permit application, a site plan, and construction drawings. Your site plan needs to show your property lines, existing structures, where the new deck will go, and the distances from the deck to property lines and easements. Include post locations, joist and beam spans, and deck dimensions.
The city prefers electronic submittals by email. If you're mailing or dropping off paper plans, they can't be larger than 11x17. Download the residential building permit application from the city website, fill it out on your computer or print and complete it by hand, then email it to residential@cedar-rapids.org. Include your construction drawings and site plan. Most applications get processed quickly if everything is complete.
Permit fees run $100 to $500 depending on your project value. Smaller decks under 500 square feet typically cost $100. Larger projects cost more. Make your check payable to City Treasurer or use the online payment option by calling 319-286-5939.
Cedar Rapids follows the 2015 International Building Code with Iowa amendments. Footings must go down at least 42 inches below grade to get below the frost line. Local soil bearing capacity is presumed at 2,000 pounds per square foot. Guardrails are required for any deck over 30 inches above grade. Setback requirements vary by zoning but typically run 25 feet from the front property line, 0 to 5 feet from side lines, and 15 to 25 feet from the rear line. Call the Zoning Department at 319-286-5836 to confirm setbacks for your property before you start planning.
You need at least two inspections: a footing inspection before you pour concrete, and a final inspection when the deck is done. Some projects also need a framing inspection before you lay decking or attach railings. Post the permit card where it's visible from the street before you start work. Keep the approved plans on site during inspections.
Schedule inspections by calling 319-286-5831 between 7:30 am and 4:30 pm, or email InspectionRequests@cedar-rapids.org. You can also schedule online through the Customer Self Service portal. The permit holder is responsible for calling for inspections and providing access. Don't cover up work that needs inspection or you'll be uncovering it later. Permits are valid for one year from the issue date.
